Dr. Kathy Ruggeberg is the Assistant Superintendent for Teaching & Learning in the Rock Island-Milan School District (RIMSD). In this role, she works on all areas of curriculum, instruction, and assessment for grades preschool through twelfth grade. This includes after school and summer programming. She also serves as the district liaison for the district Cultural Competence Team. The school district serves the communities of Rock Island and Milan in the western portion of Illinois, along the Rock and Mississippi Rivers. The student population is approximately 6200. The RIMSD is a diverse school district, serving students from all ethnic backgrounds and a variety of cultures. The district is over 50% non-white. Prior to coming to RIMSD, Dr. Ruggeberg served as a dean and assistant principal at the Thomas Metcalf Lab Schools on the campus of Illinois State University. She has taught birth to college level and in both special education and general education. She came to RIMSD in 2011 as principal of Frances Willard. She has been Assistant Superintendent since 2013. In addition to her RIMSD work, she has and continues to serve on multiple community boards and organizations, including Spring Forward.
