David provides strategic counsel to state and local education leaders, including most recently in Washington, DC; Shelby County (Memphis), and Nashville TN; Mesa, AZ; Dallas, TX; Indianapolis, IN; and the States of Louisiana and

Massachusetts. In response to the COVID-19 pandemic, David led the development of ERS’ COVID Comeback Models as well as guidance for national, state and local leaders on the critical resource decisions required to address emerging student needs.

David is a co-author of Growing Great Teachers, an assessment of how district leaders can sustainably provide differentiated supports for rookie teachers, and Igniting the Learning Engine, a study of how the most effective systems organize to enable strategic professional learning. David leads ERS’ Human Capital Practice Area and oversees professional development for ERS’ consulting Analysts and Associates.

Prior to joining ERS, David served as Vice President, Insights & Digital at Teach For America, where he led the creation of the organization’s market-leading online strategy and its inaugural consumer insights team. Previously, David worked at McKinsey & Company and the political media firm GMMB; authored original research on the potential impact of a federal tax credit for small political donations; and co- founded Hands On DC, an annual work-a-thon now in its third decade, and I-PREP, a welfare-to-work support organization in New York City. David is a graduate of Cornell University and Columbia Business School.
