Rebecca Loya, Ph.D.

Rebecca Loya, PhD, is the Research Director at the San Francisco Treasurer’s Office, where she supports Treasurer Cisneros’ innovative economic security work, including the Kindergarten to College CSA program. She is also Chair of the California CSA Coalition. Becca has more than 15 years of experience in communityengaged, applied research and policy work on asset-building and financial inclusion. Her work has advanced the equitable and inclusive design of children’s savings account programs throughout the U.S. Becca is also an Affiliated Scientist with the Institute for Economic and Racial Equity at Brandeis University.
